Since surfer infringement makes up almost all infringement, I think it's a fair question to ask which companies besides Titan are taking action against Joe Surfer. You can point your finger at tube site owners all day, but Joe Surfer is the one actually uploading the material. Unless you stop him, you don't stop the infringement. You might be able to get his favorite sites shut down, but be certain that he will just go somewhere else to upload.
