That's actually a bit of a misnomer, because if you pretend that the USSR was still together they would then not have been able to send as many athletes as all those countries collectively sent. Thus the medal count would have been lower than 173. I'd say much lower.
Not to say that they wouldn't have still won the over all medal count, but it's really kind of hard to tell.
