I wouldnt really say that. The traffic trade forum is full of spam splogs and the buy and sell is full of the same idiots (and idiots who use the others) trying to sell weak watered down worthless links. (general statement, they naturally all arent bad).
This is probably the best place to find some. Myself, I wouldnt go looking in either of the "proper" forums for any type of link. Far too much garbage to have to sift through, its just not worth the time.
