9 out of 10 times people are cool and remove content when asked in a nice manner. If they don't the hosting company often steps in or if they have sponsors, many sponsors terminate the account.

DMCA notices DO go out sometimes, but more often than not, it's not needed.

Usually the shortest and most direct path is the correct one.

Though I'm not sure why I just justified anything to you. I'm pretty sure you are not a content producer and really have no real idea of how to deal with such issues. It's not just as easy as sending a DMCA notice.

To go a step further, once you get to know some of the site owners and are cool with them, the tend to keep (I can only speak for myself here) my content off of their site. Not all of them, but a good handful are decent guys who will remove content just by asking.
