I don't think there is really such a thing as "normally." There are outsource companies out there doing text as low as $0.50 - $1.00 for a block of 100 words. I'm sometimes shocked at the counter-offers I get when quoting a potential new client. Sometimes the figures they claim to be able to get "elsewhere" seem too low to be true.

Another thing to consider is that while some projects, for example writing blog entries based on FHGs, can be pretty fast because you really only have to look at some pictures or a short video clip before writing, many projects don't work that way. I could write a 400 word blog entry at a much lower rate than a 400 word site review because reviews take far more time and preparation. Rather than quoting based on a number of words, I give custom quotes based on the amount of time it will take as Sands mentioned above.

One word of caution, you can easily get yourself stuck working for what equates to very low per-hour rates if you can't accurately determine how long a project will take you. You might think $2 per blog entry sounds reasonable (and certainly your clients will insist that it is!), but if it takes you 15 or 20 minutes per entry, that's ~$6/hour, probably not a rate most US based writers could be comfortable with.
