Who knows. The video is not complete. What I can hear clearly is police saying "Back Up" over and over and then "Back on the sidewalk". Sounds like they're trying to push people on to the sidewalk and off of the street. Sounds fair enough to me.
Now granted, who knows what really happened. Maybe all those people were peacefully on the sidewalk and the police just charged in and started trampling people, then the video starts. Could be I guess.
I'm just saying it takes some work to get crushed by a police horse. They don't appear magically out of thin air and start crushing people. At least that's been my experience.
