They have refused to implicitly say they support the war even after the list was released, nor do they plan to offer any actual support.
The list was put together by the U.S. without actually making sure that some of the countries support the war. How's that for dishonesty from the White House?

Or maybe it's the fact that some countries were too chicken shit to admit to their people that they actually did originally place their consent to back us, so they turned around at the last minute and said "hey, we never agreed to that".
