The only way you could do this, is to require a set of the HTTP header values that are typically blocked by proxies (Something you'd have to research). And that would only allow about 80% of your "non-proxy" surfers to use your site. Some ISP's custom browser installs set up a proxy by default, and those surfers would be blocked.

Simply put, it would be a PAIN IN THE ASS to do, and it would be near impossible to make "solid".

There are other ways, like using an IP-Block list but that would be a lot of work all the time...
