According to the story, the cause isn't known yet - but many forest fires aren't caused by arsonists per se, but by other things, such as lightning, sparks/high heat from equipment, careless people who toss a hot cigarette / ashes out, etc.

The underlying problem with southern California is that it's too dry to safely live in without taking extraordinary precautions, which most don't due mostly to ignorance and expense...

Maintaining cleared buffer zones upwards of 300+ feet, structures built of concrete, non-flammable roof, etc at minimum ...

Plus, more ideally, very large water tanks, or more realistically a swimming pool, on property with diesel powered pumping system to dispense the water with similar intensity of professional fire fighting equipment.

Fire will always be a problem in southern California due to the climate and the crappy built fire-prone structures people live in.
