First of all, smoking is an addiction, so while it's certainly bad, it's not as easy to stop as many think. It's a drug, not something they do for fun to harm their unborn. Knowingly, yes, willingly no. Second, there are things MUCH more harmful, e.g. alcohol, even in smallest doses it is more harmful than smoking.

I'm not here to defend smoking, but if I have a look at how some people treat their children, how they neglegt them, how they beat them up, then smoking while pregnant is just one of many problems and certainly not the worst one, which is domestic violence.
