Obama has not yet been sworn into office so this is not his policy.

He said just the other night that he is sticking to his plan of getting troops out within 16 months. All this mandate does is allow them to stay up to another three years if needed, but he has nothing to do with this nor does he have any say in it. Just because they are going to allow the US troops to stay that long, doesn't mean they will.

I'm going to let the guy actually take office before I decide he is already reneging on his promises.
