Google is trying to move away from the actual webmasters being able to maximize variables (like backlinks, onpage keywords, title tags, meta tags, etc...) to get ranked in the SE's and leave it up to real individual surfers to have the power to rank sites by using factors such as how much traffic a site has by the amount of visitors, personalized search, commenting, voting, etc...
