Around the earliy 90s my high school got a quote for internet access... $AUD30,000 (roughly $USD18-21k) per year for a 9600bps connection to the local university. Internet access is still relatively expensive and/or limited in Australia but these days you can get a dedicated 1.5Mbps ADSL pipe (ie no download limits) for around a tenth of that cost.
