That brings up an interesting point as well. I've always thought that instead of treating spam as a law enforcement issue, governments, data centers, and telecom companies should tax mailers.
Winning the war on spam militarily is going to be about as successful as the what, 30+ year attempt at winning the war on drugs that way.
