For scriptlance, the secret is in selecting people that have done similar jobs before and are highly rated. Not all ratings are the same. Check the job amounts for each rated job. It must be similar to your project--if not, avoid the person because it won't be a valid comparison.
To increase the number of bidders, select the Featured bid function. It costs a few bucks extra but is worth it.
