i've had to go through about 8 foreign outsourcers, i got a filipino guy going now and he's working out great. outsourcing is hit or miss, if you get a good guy pay him a little more and he will love you. give the guy an extra $2/day and he will worship the ground you walk on, and you'll have an employee you can rely on. just don't ever let them get lazy. be stern with them. i talk to my guy once a day and every thing comes back just fine for about $40-50 a week. i don't even have to babysit him he wants to keep this job so bad.
just start taking them on and trying them out until you find someone reliable. fire up a project that isn't going to be a big rush, then run a bunch of new foreign workers through it. take guys from anywhere, your odds of hitting a good one or a bad one are fairly evenly matched in my opinion. i found my guy on digital point of all places.
i made a camtasia video of the process and written instruction on their tasks. most will show just how reliable they are with a day or two. make it clear that if they do not deliver, they will not got paid. a lot will start dicking you around right away, just tell them they're done and don't pay according to the circumstance. i've had a few of them last maybe a day, before i give up and send them on their way.
anywhere you go is going to be the same deal, just start trying guys out, and don't play with them. if one doesn't deliver immediately send him on his way and get to the next. it took me about a month to find a good guy, and now he's training his sister to work for me too. the key is finding someone who follow instructions well.
