One of the major problems to me is just the overall attitude of people. If you make a thread about how Tube sites are giving away too much content half the people that respond will simply say, "adapt or die."
That adaption, to many, means giving away even more free stuff. It is like an arms race and we are working to see who can give away the most. Eventually I think it will cave in on itself and there will be a natural cutback. Hardcore will never go away and there will always be plenty of it out there for free, but I think some of it will start to fall off as people "adapt" and find better ways of making money than just seeing how much they can give away.
All that said there will never be any kind of guidelines or group that helps control the amount of hardcore porn available. Look at the 2257 stuff as an example. The only group that really stands up for this industry is the FSC, but when they ask people to join and spend $50 a year to help protect their industry they get hammered by people who do nothing but slam them. (I'm not slurping the FSC, just using them as an example because I think they do good work)
Asking webmasters to organize is like herding cats. Just not going to happen.
