As long as program owners keep giving away everything away for free to every beer money baron, and so called 'webmaster' you are going to have this issue.
Once the economy runs about half the brand names out of the business, and companies have to get back to the basics, and generating their own traffic, or doing like Lightspeed and screening their affiliate program so not just anyone can get in.
THEN you can start making some changes.
Once the industry starts raising the bar to membership, you will start to get somewhere on cleaning shit up.
