Well that's the problem.. how do you define "state" to a nomad Arabs? I'm well traveled and one of the sadist things I ever saw was when on a kibbutz with Arab Druzes being humiliated and treated like shit because they did not work to the specifications of the Kibbutznic. It was sad because this kibbutz property sat on "former" nomadic druze land older then Christ.
