Of course that's the intention. One person is claiming the other failed to make payments, the other so far has not disputed that claim, nor given a valid reason why she can't dispute it at this time.
If you bought a design from someone, paid up front, and that person didn't deliver - would you feel it was justified for you to tell others and damage their reputation based on what happened? Of course you would.
