Israel did leave Gaza, but they put it under siege. That means no water, no food, no medicine or at least not as much as they needed got in. So I don't know what you mean by they had 3 years to use water, because they didn't have three years to use anything, the whole time Israel was making sure they didn't do that.
Also, Israel won't allow Palestinians to expand their homes and things like that. How are they supposed to prosper in those kinds of conditions?
