And a couple of suggestions about your OP. You mentioned that you're ditching almost all of them. This tells me you're not giving any of them enough time and/or clicks. I could be wrong but that's what I take from that statement. If you haven't sent a bare-spanking minimum of 3000 uniques to a sponsor, you haven't given them enough time. Actually it should be more like 10,000 but 3k at a minimum.
Buying traffic, IMHO, is not the way to go. Some do it but they do a TON of testing of all kinds of traffic before they make any money from it.
On your click through-ratio, what is low to you? Again, this is only my opinion, but from my experience a 10% click-thru ratio is good. Maybe your expectations were too high?
I know my program converts cuz I work it hard. Updates every week like clockwork, members area blog that I update almost daily and interact with the members and give them bonus material. But, if you don't have the type of traffic that wants my type of site, then it simply won't work.
