Cam4 is a user based website which is what i was looking for. cam4 is definately one of the best out there and has a good interface.

I get the feeling you don't know what you want. I guess I'm beating my head against the wall trying to help you, avchat is used to create exactly a user based website where anyone can broadcast their cam and have group chat with those viewing it just like cam4. Cam4 has one of the worst interfaces, but is popular because you don't have to register and can view cams immediately. Cam4 has also mainly been successful because they draw in somewhat attractive amateur females/males to show by paying the most popular cam in each niche $1000/mo. Cam4's revenue comes strictly from advertising income vs older subscription based amateur community camchat sites like anywebcam, jmeeting, etc....
