The video could be a fake. It's obviously propaganda and his lips don't appear to be in sync with the sound.
That being said...this guy is an unpaid advisor....not even sure if he is still an advisor, he was an unofficial one during the campaign....not to mention every time I've seen him on the news he prefaces every remark with "I'm not speaking for the campaign, only for myself"
