Contact his local authorities and file a criminal complaint for fraud. It may not ever go anywhere, but he needs the shit scared out of him. Some may see his initial response as brutal honesty, but it appears as though he just assumes he can fraudulently take someone's money at his convenience, make up his own payment terms and everything will be ok.
