as far as Canada/u.s. goes, there is a treaty that you can't be taxed twice on the same income, but you do have to pay tax on all your income whether it is made in Canada or the U.S., sometimes you have to file in both places, but at the very least you have to include all of your income, so if you are American you have to claim your Canadian income too to the irs, and vice versa for canadians
and for those that are thinking they can just not pay taxes and the IRS will give them a break, it seems to me that you have to be in a serious financial situation before they would consider it... if you own two cars and a house and a boat, I don't think they are going to let you off, but if you are completely broke and living on the floor of an apartment it makes sense
