There are several villains that could come into play and keep a good story going. Not that people will have to out perform the joker, they just need to portray a villain in their own way that still makes someone say oh wow.
I would personally love it if we could get the final movie in a quasi adaptation of when it becomes time for batman and superman to go at it. Of course they would need to drive the bat more insane which still has to be done. He is nowhere near wrecked in the head enough.
Trying to think of the one villain who was in a mini series, wore a hood. Also had no real powers either. Most of the story took place in Wayne's mind with him commenting on himself and this adversary. How the villain may be better at it than he is. Shit what was that. Oh well.
Anyways there are tons of stories and plot lines they can or could pull from as long as they leave the idiot villains alone and forgotten (almost all of the ones they touched in previous movies, aside from maybe 1 or so).
