1st off, I'd highly doubt Phelps knows who the dealer was.
2nd off, the idiot who sold the photos would have the most knowledge, as he had to have had that intent in mind judging by his actions.
3rd off, the rat was most likely the photo submitter or the guy selling the bong, as they didn't realize that this incriminates them as well. I'm not sure what the law is, but I'm not sure selling/shipping a used bong that has been used to smoke marijuana is a great idea.
