The downtime hasn't effected my ranking, it does however cost me sales. I have had a site #1 in google for the past 2.5 years thats hosted on my Godaddy server and has TONS of competition.
Also mmc why in the hell are you trying to use free hosting?? Especially if you are about to launch a progam?

I have a couple of the deluxe packages for small misc sites and never had any downtime. I have an older unmanaged dedicated and the fucking thing goes down twice a week it seems, fortunately I usually catch it within minutes.
