if you want to select fixed dimension ratio use the crop tool and then just select the part you want to cut, hit enter and the image will resize to your dimensions automaticly.

in case you want to select and cut the image on the fixed dimension, not to have it resized use the select tool (rectangular marquee tool) and do what AnniKn told you
