The police department is aware of the video and the child's identity. They also have a home address, and deputies have been dispatched. How seriously this will be treated remains to be seen.

The parents, as well as news and law enforcement agencies, are potential allies here. Take care not to alienate them unnecessarily. If it becomes clear that the parents are impeding our efforts to make Kenny take responsibility for his crime, then our approach to dealing with them may change, but for now, HOLD OFF ON THE ABUSE. The last thing we want is for the story to become "How the poor Glenn family was persecuted by the internets".
Life destroying tactics should and will be employed AFTER this has broken as a news story.
