Not so much really.
It would be up the person downloading in Wisconsin to pay any tax. I surely don't have to collect it or report it to the state of Wisconsin; I'm not in Wisconsin, don't pay taxes in Wisconsin, and Wisconsin laws don't apply to me.
I don't see this law as having any ground. At some point it will be "Well, your interstate commerce passed through our state via the backbone of the Internet, so we have the right to tax it". It's hogwash.
