What I did once when I wanted a job done, is google something like webcams in google...and just check out every link...find something you like and perhaps email that site and tell them you are looking for a programmer, do you have any recommendations. I just searched on yahoo "cam social sites" and found http://www.stickam.com/liveStreams.do
