well, is the new trend, make people work in advance and pay the same (or less) than the cost of the service... just call it a contest! However, you'll see some entries since for some people here $50 or 100 isn't bad money at all, so if people wanna play, why not get advantage of that? You won't get the best work for sure, but if you get something decent and you pay just beer money then it's pretty smart business
