It doesn't make sense, in my opinion. You are not broadening your base of customers that way, and relying heavily on a few select customers. Especially with the trend of people going online to make money, you'll be missing out on a lot of new webmasters that will eventually turn into those $1K spenders and beyond.
You will also be limiting your word-of-mouth business; the best advertisement is from a happy customer that tells their friends about you, so instead of having 10 happy webmasters telling their webmaster friends about your services, you only have 1 doing that.
