If the acts happened in 1991, isn't there a Statute of Limitations (SOL) issue here? SOL laws limit the amount of time prosecutors have before charging someone with a crime. The public policy behind SOL is fairness since the credibility of evidence usually erodes with time. Murder is one of the few crimes that don't have a Statute of Limitations. Was the SOL extended here because of DNA evidence?
