You're a dumb ass! How do you know the guy was 26? Also how do you know the girls where 11-13? I've seen girls who are in there 20's who look underage. What if you're way off by the ages and go to the cops it kind of makes you look like an idiot!
Now if the guy was trying to touch them or do something illegal then yes it would be very appropriate to go to the police.
