That's nothing new. It's called non-interventionism and peace movements.
Yet, peace movements frequently produce war. The reason is because dictators don't see peace, they see weakness.
Lots of people in Europe and in the UK especially opposed militarization in the 30s, and this huge blunder nearly handed Europe to Hitler.
