Lawyers cost 300 to 500 an hour and it could run up to xxx.xxx to x.xxx.xxx to find out these P2P's are protected by 300 different countries with different millions of laws.
The flaws in the law are the reason it all exists. Without universal law specific worldwide it's a dead end and you will loose your lawsuit money in 99% of the cases.

There are countries with NO copyright laws, unsufficient laws or ones full of flaws.
There are countries with secure bank secrets or offshoring and there is virtual money.
There are anonimous domain registars. A domain can be used or rented out.
Hosts have different laws to uphold then consumers.
