Where does it say "discharged"?
"Four officers at Miramar have been relieved of duty for failing to follow safety procedures and allowing the Hornet to fly over the residential area, and nine other military personnel received lesser reprimands."
The four "officers relieved of duty" means they got a transfer out of their unit and into another unit.
As for the "lesser reprimands", this most likely means something like office hours and a small reduction in pay for a short period.
You guys are making it sound like this is a huge deal; This stuff goes on daily in the military but usually doesn't make the news.
