If by 'highly overrated' you mean better than the big 3 chains, than yes. I have no idea what you mean by 'out-of-towners' because from Vegas to Bakersfield and from Tucson to Tustin every single time I've popped in for a burger I've waited in live.
The fact is if you want a greasy burger under $5 in under 5 mins, In-n-out rules the school.
