Most of the people who develop commercial applications aren't quite clueless.
You're right about it being much less efficient than browser functionality, though. On the other hand, simply integrating it into a single webpage creates more versatility. For example, if you want a window that stays on top even when the one beneath it is focused, separate browser windows are pretty much out.
