I don't think you have to mess with the colors.
Open the pic, cut out the part you want in color, paste it on a new layer, then put a BW copy of the original pic under that layer.
You can mess with the hue and saturation if you want more vibrant colors.
Now cutting it out can be tough depending on how complicated it is. You can use the extract filter or do it yourself with the pen tool (most exact) or lasso tool.
