You can mess with the hue and saturation if you want more vibrant colors.
Now cutting it out can be tough depending on how complicated it is. You can use the extract filter or do it yourself with the pen tool (most exact) or lasso tool.

To many steps. There is way easier ways...
Open your image, use the magic wand and select the area you want to stay colored, then inverse the selection and change the hue/saturation so the rest is black and white, tada, done.
