It's only for those who can afford to pay for it. The rest can go swing. Even the way they regard the teaching of English shows how many think. People in the US who don't speak English as their first language are going to find it tougher to get a job. And probably end up with a job that keeps them on the lowest rung.
Americans often boast about being class less. Absolute BS, it's class based on earnings and breeding.

Doesn't California have one of the largest economies in the world? A country that does not put education high on the list of priorities is going to be left behind.
