there is a tax treaty between Canada and the U.S. so that individuals do not get taxed twice on the same income in both countries, a Canadian resident must claim the income that they earn in the U.S. on their Canadian income tax return and pay income taxes on it in Canada. If they are in the U.S. longer than 6 months in a year they are classified as a U.S. resident and are required to file and pay taxes in the U.S.. The U.S. will likely still require returns to be filed even though the u.s. income is also being claimed on Canadian returns.
It gets pretty complicated so an accountant experienced in Canada/U.S. is a must.
