well it is and it isn't, supposedly the foreskin promotes the growth of good bacteria that kills the bad bacteria, so really its not hygenic to cut your foreskin to begin with, but then again other studies show higher cases of cancer or something among uncut men. But its still a silly premise. I will have cleaner armpits if i cut off my arms and women would have cleaner snatches if they cutoff their lips , but it doesn't mean we should go around doing it

I bet people with no hands have a much lower rate of hand cancer
The way i figure it our bodies have different pieces for different purposes that even now we dont know what everything does or how it works together, it's probably not the smartest idea to start lopping off pieces of ourselves we find to be dirty or useless
