I think ccbill is also bigger (could be wrong but pretty sure I am not).
Both could use a better admin.
Affiliate setups - there are plenty of 3rd party aps available for both. You can also easily get by with just using what they offer.
Best bet is to go with ccbill and also epoch - then proceed to set up ccbills cascade feature.
