That would mean they had "created" the Muslim Brotherhood from which Hamas sprang. Of course for you small minded conspiracy types it is easier to think of everything in very simplistic terms.

Not every strategy in a conflict is successful. Not everything that turns out to be a mistake is the result of bad intentions.
