Yeah..I am willing to bet there is a lot more to this story than what's being reported.
I agree it sucks that the innocent have to pay the price though.
The FBI won't organize a major raid like this without a very good reason. If they raided the ISP solely on the reasons being provided than 100s of ISPs across the country would have already been raided.
